Joint written appeal of Women’s NGOs to the President of the Russian Federation to restore national procedures in 2005.
 
In 2006 two new structures were established with executive authority: Inter-department commission on ensuring equality between men and women in the Russian Federation and Coordination Council on gender issues with RF Ministry for health protection and social development.
Women’s NGOs were united for joint signing and promotion of legislative initiatives.
Law “On state guaranties of equal rights and freedoms for men and women in the Russian Federation” was developed. However, Law adoption was delayed by un-coordinated positions taken by leaders of women’s organizations and members of scientific society. Other attempts to provide legal support to improve situation of women, such as Law on prevention of domestic violence, reproductive rights, prevention of human traffic, etc have not been realized.
Women’s NGOs initiated establishment of a working group to develop measures to prevent human traffic
Two amendments to RF Criminal Code were suggested (para. 1 and 2, Article 127).
Women’s NGOs raised the issue of violence for public discussion in the society, mass media; instructive materials have been developed, cooperation with state authority established and training of state officers organized.
2007: 1) A Shelter opened in Moscow. 2) Social hostel for pregnant women and women with babies in socially dangerous situation was opened in Syzran (Samara Region). 3) Temporary shelters for women who have experienced violence in the family is to be opened in Sverdlovsk Region. 4) Center for women without a definite residence is to be opened in Cherepovetsk, Vologda Region.
In parliamentary hearings women’s organizations persistently draw attention of deputies to problems, which women experienced after vacation for pregnancy and birth of a first and, especially, a second child: women became much less competitive. Provision for their re-training contained in RF Labor Code is never observed.
Our suggestion is to grant women the right to use part of “mother’s capital” for training to improve their qualifications was not adopted by legislators (in compliance with Federal Law No. 256-FZ of December 29, 2006 RUR 250,000 is to be invested to accounts of women, who bore or adopted a second child after January 1, 2007. After 3 years this money can be spent for improvement of living conditions, education of any child in the family under 25, forming accumulated part of pension of the mother).
In winter 2007 Consortium of Non-Governmental Organizations of Women, an All-Russian association embracing over 160 women’s organizations from 52 regions appealed to representatives of political parties of the country with an appeal to alter discriminative formation of lists of candidates from political parties and demanded to increase chances of a more comprehensive representation of women in the list of deputy candidates, i.e. in state authority organizations in compliance with provisions of valid legislation.
Prior to RF Duma elections one can observe a peculiar picture: nearly all the parties discuss a female candidate into the leading trio of the party.
In spring 2007 non-formal association of All-Russian public organizations – Committee of support of consolidation of women’s movement in Russia made an Open Appeal to citizens of the Russian Federation, President of Russia, state and party leaders of Russia to create most favorable conditions for realization of the constitutional right of men and women to elect and be elected to legislative authoritative organizations.
Commission members formed a list of female deputy candidates to State Duma of RF, had talks with a number of parties; part of the women has been included into regional leaders.
At the initiative of some Women’s NGOs public expertise in the interests of women was conducted.
1)  Situation with non-payment of alimony after parents’ divorce was surveyed. The problem was highlighted. In September Duma adopted a concept of improvement of legislation regulating alimony obligations of parents and children.
2)  Survey of growth of services payments in nursery schools and lack of places (in 2006 deficiency was 900,000 places). Regional programs for preservation of nursery school network were adopted.
