ENGLISH: Advocacy activity: Gender Education
GENDER STUDIES DEVELOPMENT IN NEWLY INDEPENDENT STATES

Strategic goals of 2006 were to finalize development of resource didactic and methodological basis for introducing GS into university curriculum in strengthening international community of gender experts and teachers.
The tasks of 2006 included:
-        Finalizing preparatory work and publishing “The international Anthology of research based articles”;
-        Finalizing preparatory work and publishing the “Analytical Report on Status of Reforms in Higher Education and Gender Education in 8 countries of the NIS”;
-        Conduct Methodological Summer School for GS teachers of the sub-region;
-        Assist in creation of international Association of GS teachers of the sub-region and keeping them connected through list server located on the ;
-        Prepare the e-version of Methodological Teacher’s Guide based on innovative classroom pedagogy and cross-fertilization of NWP/OSI educational programs;
-        Develop ideas and work on fundraising for continuation institutionalizing GS in academia and support collaboration of gender educators in the sub-region.
In the period January 2 through December 30, 2006 GSD management worked strictly in accordance with the Program Calendar reviewed at the Program staff meeting in mid-December 2005. In January – February terms of reference for scientific editor were elaborated and solicited, the contracts with the staff and consultants of the Program were renewed.
Transformation of the GSD Organizational Capacities:
In January 2006, the Program central budget was reconsidered and program management structure was re-organized. Due to budget constraints, needs to fulfill declared Program commitments, bad luck with fundraising efforts, the administrative part of the budget was dramatically reduced.
Alongside with this the process of establishing an independent institution, “The Center for Innovative Gender Education” (CIGE) in Russia” was finalized. In late January, the ISGP Board at its sitting approved CIGE establishment. The agreement on collaboration between the ISGP and the new entity was signed. The CIGE was registered in March 2006 to function as a partner to ISGP and a resource center for gender education.
I. Advanced gender research development
The best articles recommended by the scientific consultants were to constitute the international Anthology. GSD management team developed criteria for evaluating scientific articles and disseminated them among the national partners and scientific consultants.
By March 1, based on the assessment f scientific consultants total of 17 articles were selected for publication in the international Anthology.
The Introduction to the Anthology and the annotations to the articles were prepared by the GSD management team and scientific consultant and translated into English[1]. The Annotations were sent to the NWP in late May.
In September market survey on publishing services in Moscow and Moscow region was conducted. The hard copy of the Anthology came out from the press in early December 2006.
Shipping of the books presented a special challenge. It turned out that shipping prices in Russia Federation went up dramatically and the central budget was not enough to cover these expenses. 6 national partners generously agreed to cover these expenses from their budgets.
Another challenge was customs clearance and the rules at Moscow Post office: only 10 books of the same title can be sent simultaneously. Time interval between similar operations should be at least one week. Thus individual schemes of shipping were developed for each country to make the shipping process work. Shipping process was finalized in January 2007.
II. Regional gender studies community and information exchange development
The national catalogues served the basis for the Sub-Regional GS resources Catalogue created in December 2005. The Regional Catalogue was placed on ISGP website in June, 2006.
III. Analysis of regional gender studies status
This component was aimed to create an analytical report about the educational system reforms general status in each country and gender education prospective in this context.
Internal CD publication with the Regional Analytical Report (over 300 pages) was presented and disseminated at the Methodological Summer School 2006 in Issyk-Kul, Kyrgyzstan. The hard copy of the Anthology was published and disseminated to the national partners.
IV. Gender studies innovative teaching techniques development
Innovative teaching techniques development focuses on two components: Methodological School on teaching gender studies courses and creating methodological guidelines for teaching gender studies in higher education institutions. To conduct this summer school GSD Program needed to fundraise as GSD central budget does not fully cover the School expenses.
In mid-February GSD management renewed negotiations with the WP SFK on the back-up plan to conduct the Summer School. The Methodological Summer School held on August 14 – 21, Issyk-Kul, Kyrgyzstan caused greatest interest and agitation in the sub-region. This School was viewed by the post-soviet gender community as a unique opportunity to obtain new knowledge and skills and sharing information in the field of gender studies.
Initially GSD program was developed for 24 summer school participants (including WPCs/IPs). The WPC/IP from Armenia, Georgia, Kazakhstan and Kyrgyzstan applied to GSD and NWP management requesting additional slots for national participants from their countries. Having in mind the importance of accumulative efforts and main goal of the school, the GSD management team and NWP OSI–NY reached an agreement to accept additional applications. Increasing number of participants (up to 40 people) required from GSD management team to redesign the school program, NWP OSI-NY generously made additional allocation of funds ($3.000) for this Summer School.
The international team of specialists, coordinated by GSD management team and consultants created the draft version of the Teacher’s Guide for teaching gender topics at the university level. It was distributed at the School.
Thus the Methodological Guide accumulated all ‘know-how’ approaches elaborated within NWP, other OSI educational programs, as well as each participant country's gender educational programs expertise. One of the unique aspects of the proposed Summer School is that the innovative methodology is that is linked to the new type of publication: international interdisciplinary Anthology of Research Articles. The final version on the Guide in electronic form was disseminated among the GSD partners in the region at the end of 2006.

2.        Regional Analytical Status Report – internal publication, 40 CD’s and 1000 hard-copies publications (in Russian)/Gender Studies. Regional Review of a Condition of Reforms of the Higher School and Gender Studies in Eight CIS Countries. M.: OOO “Variant”– ISGP, 2006 (500 copy).
3.        Regional Gender Studies Resources Catalogue – internal, CD publications and ISGP web-site.
4.        Methodological Teacher’s Guide on Gender Courses Teaching – internal, 40 CD’s publications.
5.        Glossary of the Key Gender Studies Terminology – internal, 40 CD and 1000 hard copies publications.
All GSD products, in electronic or hard copy form became available to the broad academic community in participant countries. Hard copy publications were shipped to national partners.
Broadening visibility of the Program in the international arena
GSD program has been presented in a number international and national forums:
-         Annual conference of Jackson International Studies Center, University of Washington, Seattle, USA. 2006.
-         Workshop on Anthropology Department , Eastern Washington University, Cheney, USA, 2006.
-         “The Gender Politics of Transitions in Post-Communist Societies of Eurasia” Joint International Conference of Michigan State University (USA) and Koc University (Turkey), Istanbul, 2006.
