The goal of the project is human rights protection of the socially disadvantaged population with the purpose of establishing public oversight over the policy in the area of Pre-school institutions (PSI) conducted during the reform of local self-government. The project is directed at assisting socially disadvantaged categories of mothers with pre-school aged children to exercise their labor rights.
The overall goal of the project fans out into a range of particular tasks:
1. Increasing citizens’ interest in the area of PSI.
2. Involving parents in the solution of PSI issues during the transformation period.
3. Revealing PSI affordability level for socially vulnerable categories of women and children.
4. Proposing potential economic calculations on the share of participation of state, business sector and individuals in maintaining a child in a PSI.
5. Initiating public discussions and hearings to include the interests of socially vulnerable groups of women during PSI reformation period.
6. Multiplying the gained experience in the regions of RF.
Over the period 1991–2002, the number of pre-school educational establishments in Russia more than halved (from 87,600 to 48,900, i.e., a decrease of 56%). The waiting list of children wishing to enroll at kindergartens reached 913,000 in 2005, in comparison to 805,000 in 2004 and 238,000 in 2000. Up to 40% of mothers are forced to choose between children and work.
The accessibility of pre-school establishments is an important precondition allowing women to combine family and job responsibilities, as set down by CEDAW, the Beijing Platform for Action, and the Constitution of the Russian Federation.
