Analysis of charitable activities and initiating the establishment of women’s NGO-based Community Foundations
|
- The ISGP Foundation has been accepted as member to the Russian Donors’ Forum’s partner structures, as well as to a professional association currently encompassing 43 largest Russian and foreign private companies and non-government organizations operating in Russia;
- The technology for creating and running Community Foundations has been acknowledged by the Russian Ministry of Economic Development and Trade as a most promising one for monitoring regional development;
- The Moscow Region’s Ministry of Territorial Development, which had been invited by the ISGP Foundation to cooperate with it, passed a resolution, announcing the second Friday of October the Day of Charity throughout the entire Moscow Region, beginning from 2007;
- The Public Relations Committee of the Moscow City Government introduced a new criteria for nominating for The Woman CEO of the Year in 2007 – social responsibility and charitable activities of the nominee’s company.

Development of proposals for rolling out the national gender equality mechanism
|
- In May 2006, an Interagency Commission for Ensuring the Equality of Women and Men was set up by the Government of the Russian Federation, with the Executive Director of the ISGP Foundation having been appointed a member of the said Commission;
- A Gender Concept of the Development of the Russian Federation was adopted at the first meeting of the Commission held in September 2006.

Analysis of the situation in the pre-school education system for children
|
- The “Allowance Act” will become effective in Russia as of January 1, 2007, whereby parents who send their children to pre-school educational establishments will be entitled to a compensation for the costs thus incurred. Compensation payments payable to parents for keeping their children in pre-school educational establishments will amount to 20 per cent of the kindergarten fee charged for the first child, 50 per cent of the fee charged for the second child, and 70 per cent of the fee charged for the third child;
- Moscow announced the year 2007 The Year of the Child; it is planned that 100 new kindergartens will be put into operation during 2007;
- A regional targeted program called “Priority Areas for the Development of Education in Leningradskaya Oblast (the St. Petersburg Region) for 2006 – 2010” was adopted;
- The targeted program “Development of Pre-School Education in the Chelyabinsk Region for 2006 – 2010” was adopted in the City of Chelyabinsk, with the goal of increasing the availability and affordability of pre-school education. Today, 75 per cent of South Ural kids are covered by the regional pre-school education system, which is 5 per cent more than before the program was started;
- The Governor of the Chelyabinsk Region, Peter Sumin, allocated 10 million rubles for the development of physical infrastructure of municipal pre-school educational establishments;
- A targeted program called “Development of Pre-School Education in the City of Sochi for 2006 – 2008” was adopted;
- The municipal targeted program “Development of Pre-School Education in the City of Krasnodar for 2006 – 2010” was approved.
- A city program called “Ensuring the Availability of Kindergarten Places in the City of Ust-Ilyimsk for 2007 – 2011” was adopted.

Proposals for improving the enforcement of the current child support system
|
- The Ministry of Health and Social Security of the Russian Federation opened a tender for the best R&D project “Development of Proposals for Improving Legal, Financial, and Economic Mechanisms for the Full and Timely Payment of Child Care Allowances”, with the ISGP Foundation having been announced the winning bidder. The R&D project submitted by the ISGP Foundation was highly praised by the Ministry, and the proposals made by the Foundation will be implemented at various levels;
- The Federation Council, represented by the Assistant to the Chairman of the Federation Council, will keep an eye on the problem raised.

The open grant competition “The year 2006: One Thousand Women’s Testimonies and Stories. Proposals for Improving the Status of Women in Russia”

- More effort was put to prepare a stronger official report of the Russian Federation on the status of women;
- Preparation of an alternative report on the status of women in Russia: case studies revealing violations of women’s human rights in more than 15 Russian regions were conducted;
- In the City of Barnaul, 2,000 retired women filed complaints with a UN committee;
- In the City of Ryazan, a campaign under the slogan “Women of Ryazan write to the United Nations!” was carried out.

International documentary project “Gender Montage: the Paradigms of the Post-Soviet Space”

Women’s and human rights NGOs in the countries that formerly constituted the USSR extensively use films in their campaigns for the protection of women’s human rights. Here are some examples:
· The film “Coming Back” (Georgia) was widely used in a campaign related to the development and adoption of a law against domestic violence. For example, it was shown during parliamentary hearings on domestic violence in Georgia;
- The film “Elechek” (Kyrgyzstan) was shown at Kyrgyzstan parliamentary hearings on discrimination of women in local families;
- The film “There are Women in Russian Villages…” (Russia) was selected from 15 better films to be shown at a festival in New York City devoted to the 10th anniversary of cooperation between the Sundance Foundation and the Open Society Institute; an interview with the producer of the film was broadcast by the U.S. National Public Radio. The film was also shown in Russia on 125 regional television channels run by the Internews network.
- The film “The New Penelope” (Tajikistan) became part of a large-scale work in Tajikistan on the problem of labor migration, including a Tajikistani parliamentary hearing on the issue, a study on the implications of labor migration, and work with migrants on human rights issues.
RosZarubezhCentr (Russian Foreign Center), an arm of the Ministry of Foreign Affairs of the Russian Federation, has clearly displayed its interest in organizing various events where collections of films would be shown to help consolidate Russian women’s organizations in foreign countries.
